In March 2023, Ian Habibulla assumed the role of Senior Manager – Human Resources at CAD Rail Fleet Services. His leadership journey in Human Resources began at Porter Airlines overseeing all aspects of Human Resources during his four years with his last position as Team Member Relations, People, and Culture. Following this, he contributed his expertise to Brink’s Canada Ltd., where he honed his skills for six years, progressively in several key management positions in Human Resources and Labour Relations advancing to the esteemed position of Human Resources Manager for the GTA.Ian is an alumnus of York University, holding dual bachelor’s degrees—a Bachelor of Science in Mathematics and a Bachelor of Human Resources. Ian is also a Certified Human Resources Leader (CHRL) through the Human Resources Professional Association (HRPA). Beyond his professional commitments, Ian actively engaged in community service, dedicating his time as a board member of the Peer Project (now named Youth Assisting Youth) from 2015 to 2018.With a robust background in Human Resources and a commitment to fostering inclusive workplace cultures, Ian brings a wealth of experience and dedication to his role at CAD Rail Fleet Services.

Kian Motaraghi joined CAD Rail Fleet Services in October 2023, bringing over 25 years of international expertise in engineering, construction, project, and commercial management across transit systems, rolling stock, civil infrastructure, and airports. He managed diverse teams on challenging projects in Canada, the USA, the Middle East, and Africa.In his previous roles, Kian served as Project Director at Hitachi Rail for the Hurontario Light Rail Transit project. He was also a Senior Project Manager in the same project, overseeing a significant 18-kilometer, 19-stop light rail system valued at C$4.6 billion. Prior to that, Kian also held senior roles on the Honolulu Rapid Transit Project in Honolulu, Hawaii, the first Driverless Metro System in the United States.With a Master of Business Administration from the University of Warwick and a Bachelor of Civil Engineering from the University of Liverpool, Kian holds a Specialized Systems Contractor license from RBQ and is a licensed Professional Engineer in Ontario. His professional acumen, highlighted by financial, strategic, and operational expertise, solidifies his position as a seasoned leader in the transit and infrastructure domain.

Bradford Mitchell assumed the role of VP of Transit Operations at CAD Railway Industries in September 2023. Before joining CAD, he served at Bay Area Rapid Transit District (BART) as Superintendent of Maintenance, overseeing program development and execution, managing staffing levels, and addressing customer complaints effectively.Previously, at Harbor Rail Services as Executive Director, Bradford orchestrated operational transformations, boosting revenue by 120% within 30 days. At Amtrak National Passenger Rail, he reduced operational costs by 6% in his role as Superintendent of Maintenance.Educated at the University of New Haven, Mitchell holds a BS in Mechanical Engineering and an MBA. He also possesses an EIT License in Georgia, along with certifications as a Certified Master Coach, Certified Professional Coach, and Certified Reliability Leader (CRL).His expertise lies in leadership, team empowerment, and driving business outcomes. Mitchell brings over 20 years of experience in diverse industries, prioritizing Continuous Improvement and team leadership, showcasing his skills in planning, organization, leadership, problem-solving, coaching, and mentoring for remarkable outcomes.
Senior Director, Asset Maintenance and Optimization
In October 2022, Pat Sabino joined CAD Rail Fleet Services as Senior Manager, Asset Maintenance, and Optimization and in January 2024 was promoted to the role of Senior Director, contributing over 40 years of experience. Prior to this, he held key roles at the Toronto Transit Commission, Bombardier for seven years, and Crosslinx Transit Solutions for four years.Pat’s career progression was supported by education at Sir Wilfred Laurier Collegiate, Humber College (OMDP Training Certificate), Ryerson University (Hazard Risk Analysis Training Certificate), and Centennial College (various technical training certificates).Specializing in Maintenance, Operations, vehicle delivery, and commissioning, Pat brings diverse expertise. Beyond work, he actively serves three condo association boards as President, Director, and Vice-President.With extensive industry experience, a robust skill set, and community dedication, Pat Sabino significantly enhances CAD Rail Fleet Services’ asset maintenance and optimization endeavors.
